Patentsview UTF-8 Character Problem in Locations

Here we display cities that contain UTF-8 characters. The "get details" links do not work however. They send requests to the patentsview location endpoint where the city, state and country match the cells of that row. This works on other pages but fails here I think because of the UTF8 characters. I can't figure out how to escape them so they will work. Clicks in the location_id column work, requesting data from the locations endpoint with q={"location_id":"x"}. Clicks in the patentsview data column request data with q={"_and":["location_city":"a"},{"location_state":"b"},{"location_contry":"c"}]} for that row. The latter query only works when there aren't UTF-8 characters.
